2005 GTX getting no Fuel

I have a 2005 GTX 4-stroke 215 that isnt getting gas to the injectors. Checked voltage to the fuel pump and it seems to be getting the proper voltage. I changed out the very expensive fuel pump and it still doesnt work. It doesnt make a sound and again the voltage is there, I even checked the 2 fuel pumps ( 1 new, 1 old) on another identical ski and they both work on that ski. I dont understand how i can have voltage on the plug coming into the fuel pump and it still not function. This is the ultimate puzzlier for me.. any one have an idea where to start

The computer controls when the pump cycles, it could be the computer.
