Seadoo '97 will not engage starter

My Seadoo '97 GTX had a low battery on the lake and would not start. Once I got it to shore and out of water it started with no problem. When I got it home it still had a low battery and would not start. When I hit the start button it just gives a click in the rear elec box. I have check all fuses and used an old starter switch and checked battery and connections. Also installed a new Solenoid, no results. Please help.

Check battery voltage while cranking the engine over see what the voltage is and post it.
