Steering cable

2007 Sea Doo GTI se. Does anyone know exactly how the rubber boot is placed on the steering cable as it exits the transom where the nut tightens down? Mainly, is half of the boot inside the nut and the 2 piece grommet or is it all outside the nut in the back. It's leaking with it outside the nut. I have the manual but doesn't seem to fit right.

The boot pushes up to the nut and thats it. Its not meant to prevent water from entering into the ski.
