2007 Sea Doo GTI Starter not engaging

My starter will only turn the engine over after a half dozen or so attempts. The solenoid, the one mounted up front close to the battery, is clicking but the engine will not turn over. After it has turned over once, it will usually turn over 90% of the time after that. The battery has been load tested and is good. Does anyone have any suggestions on trouble shooting this. It's a 2007 GTI with 35 hours of fresh water use, so nothing should be worn out yet.

If it has the tan starter relay it is going bad, even know it clicks its failing.
