We have 2 717's here doing the same thing as you try to start them they blow gas and exhast smoke out the carbs and wont start. They try to start but wont. We took the exhaust off to make sure it wasnt stopped up it looks good. both have good compression.

The teeth on rotary valve shaft sheared off causing rotary not to turn. (people unhooked oil injection and started mixing their on oil not know that the oil also supplies lube for rotory valve shaft).Comment
