Fuel problems 99 seadoo gtx rfi

Checked fuel pressure on this boat it is right at the minimum
Pressure but when I pull the fuel rail out it will squirt fuel good and then it goes to a
Fine mist could the fuel pressure regulator be bad ? Or could it be the fuel pump ?
It will run on hose fine but when it is in the water it bogs And want reach max rpm's. Every thing checks out good like the rave valves,air pressure sensor ,temp sensor .The injectors are fine also . I just need some ideas on this boat any help would be nice

Yes it could be a fuel problem, but also could be a clearance issue between the rotary cover and the rotary face, too much clearance and the ski will not run under load (in the water). Check clearance

Check the clearance it is good checked timing it is good
The only thing left is the fuel pump now I guess
I was thinking about a used one or do think I need to put
a new one in there.
