installed new sbt 717 won't start

I installed a new SBT 717 and just tried to fire it for first time. I cannot get it to fire up. Have spark on both plugs. Checked to make sure I had flywheel properly aligned on woodruff key. I can pour fuel down the plug holes and it tries to fire but never makes it. When you let off starter button it tries to fire right before motor quits spinning. I am new to seadoo motors but it seems like a timing issue. I put the timing screws right in the center of the slots. Anybody with suggestions would be great.

May have solved my own issue. I forgot to install the rotary valve. I assumed the new motor came with 1 and didn't pay attention to the fact that it didn't.
