Heavy Oil on Rav Valves.

I am wondering why my 1999 Gtx,RFI 787 is running and preforming well,Yet my Rav Valve is very very oily and smelling strong oil from exhaust?
If anyone can point me in the right direction with this problem that would be great.
There is 180 hours original engine.
