1995 Seadoo Xp starts fine but revs too high

i have a 1995 seadoo xp 717 twin carb set up and when i start the engine then give it some throttle it revs too the moon and stays there.i checked the throttle cable and its not sticking not sure what the issue could be.

Check for air leaks around carb base, intake manifold, rotary valve cover, or crankshaft end seals.
