water flowing in thru shaft

i put my 96 gtx in the water and it started flooding thru the shaft where it goes thru the hull.should i replace the ring carbone or the hull thru fitting?

usually the ring carbon but see if you can tell if there is damage or not

there did not seem to be.is the ring supposed to be tight against the shaft? the hole in the ring is much bigger.i noticed a hole on the bottom of the hull thru fitting, it appears the rubber boot and clamp would cover it. is it supposed to be there?
