Is there a mixture screw on the 99 xpl under the rubber flap, or is it the idle adjustment screw?

If you are speaking of the tee handle screw that is at the front carb, facing up, and in plain view by the exhaust manifold, it is the idle adjustment screw. There are two other tee handle screws on that side of the carbs too, but they are not in plain view, and there is one on the base of each carb. They have smaller tee's and are more difficult to get too and adjust. These are the low speed needle adjusters to change the mixture of the pilot jet circuits.
