first off you were correct about a clogged water feed. it was clogged at the fitting going into the bottom of the exhaust.
before getting water to it it would turn over and start but the starter sounded bad like the bendix was bad and sometimes would only whine.i replaced it with another starter but it is doing the same thing.tried 2 different fully charged batterys.
could the flywheel be bad?
i pulled the plugs and it does turn over so i do not think it hydrolocked once the water started flowing.
is it possible to get water into the crank area?
