Finding Hi Carb Adjust.? 2000 RX

I found the low carb adjustment with the t-handle but cannot find the high. I have done a search which lead me to the opposite side with a plastic head covering. There is no way I can get to the opposite side to even feel. How do you guys adjust the highs on the 2000 RX 951? Also is it still 0 for the Hi and 1.25 for the low? Help! And Thanks. You should never need to touch the high speed adjusters unless you have modified something. The settings are zero to 1/8th out, preset from the factory with limiter caps on the adjusters.
