97 GTS Floods while off

97 GTS, relatively new SBT engine, carb rebuilt, floods while off. What are the items I need to trouble-shoot, Pop-off should be ok, it is at about 25 psi and was set during rebuild. Also, w/ new plugs cranks and runs well at idle at first, then after about 10 minutes of riding, idles very rough, top end is excellent, acceleration is excellent, just seems to be getting constant supply of gas when not running and too much at idle, low speed is 1 1/4 turn out. if its flooding with fuel its your N/S in your carb or carbs leaking .
