Carb settings - explain terminology

Guys, What does this mean - 1 1/4, i have noticed thi stype of terminology used when speaking about carb settings. Is it 1 and 1/4 turn out or what.

Yes. It means that you lightly seat the screw, then back it out the number of turns...

Just to confirm...

When stating 1 turn out it means a full 360 degree turn, not a 180 degree turn...

Correct?
