Put a timing light on the motor. It sounds like it is retarded.

You may have a problem with your CDI unit not advancing your ignition timing. Sea-Doo's have been known to do that from time to time. You may also want to check your rotary valve timing.

        Tim,
Now that I noticed that you have those mods, let me say that tuning a 720 with larger carbs, that pipe and low compression due to altitude can really be a tough one to tune.
First off, the 720 has the weakest of all ignitions that SD makes. For this reason, we gap the plugs ( BR7ES ) tighter at around .020. Next you need some compression, I'd mill about .030-.040 off of that head and the squish band. Next I'd install a lower pitched prop.

You mentioned the 44's, but without specific jetting and pop off, I cannot make any recommendations about that.

5000 ft of altitude is your biggest problem.

Why is your compression so low?
