    is there any possible way to test these parts

    you can test resitance on the coils inside the cdi but you should get a manual for the mspecs to do this.

          referring to my 1999 ts 640 which i was riding one day and it has no spark at all just quit after it had been running perfectly and i was wondering if it could have been the cdi or regulater causing this problem to occur

            there are many possible problems that may have caused this. The first thing to check is fuses, if they are good you may want to make sure the plug wires are good and then the coils. Your best bet would be to get a service manual and go thru the electrical system to find the problem. The manual will list the different steps for troubleshooting and the different voltages and/or readings you should be getting when testing.
