Take your pic: In the head install procedure, they list 24-27 Ft-lbs.

In the torque spec chart, they list 13.5-20 ft-lbs.

Looking at values for the 1000cc engine, the 13.5-20 ft-lbs appears to be the right set.

Since it is not stated specifically, one must assume these are "dry thread" values.
