Carb Rebuild Question

Rebuilding Carbs on stone stock WaveVenture 1100, have read lots on posts about popoff pressure. My rebuild kit does not contain any springs. If I'm rebuilding stock do I need to check popoff pressure or just put old springs back in? If I must reset popoff pressure, where is the best place to find springs and a cheap popoff gauge? Cheap, because I can see myself never needing it again if the carbs are right.
