92 650 no top end

Just bought a 92 650 wave runner III, it runs great about 1/2 to 3/4 throttle, but past that it spits sputters and looses power, replaced plugs, filters, cleaned carb.(spray cleaning only) has not helped at all. this 92 has set for about 2 yr. Have heard that diaphram in carb might be bad? Any ideas (not a mechanic!) so KISS please.
