Slow start on Yahama 1200SUV

We have a 2004 1200SUV that when you first start to accelerate, it goes very slow at full throttle, if you only half-throttle, it will go and will eventually get up to speed - about 45 mph.

It feels like you are starting out in 2nd gear in a manual transmission car. Any suggestions?

Is the engine reving and the ski moving very slowly or the ski is bogging and it takes awhile to get going, which one is it?
