“Earth plate comp”? what is the roll o this part :)

HI Guys.
I had an electrical issue on my SHO 2009.
After long investigation I notice that I do have groundproblem.
Deeper investigation teaches me that the problem found at “Earthplate comp”.
I had to disport the module, clean it and return it back inplace than my PWC back to live J
Can some explain me what is the roll of this part?
When I am checking the electrical wiring it looks like thisis standard ground junction, but in the real life this unit “mount on motorblock and water cooling path throw it?

We have not started working on the new 1.8 liter engine yet so we are not very familure with all of its items and functions.
